If true, that is a red card offense and the Penalty should have been retaken. Participants (including coaches) cannot interfere with a Penalty Throw...this includes yelling at the shooter or GK to distract them.

"Simulation" is a foul. A player may also receive a yellow card for simulation, then a game exclusion if it persists.

I would add that the savvy official would provide a polite reminder that (if the substitution was late) a , "Sub please" will make all the difference moving forward.

As what happens time to time, we find that our sport trips over itself due to minutia and contradictory rules and/or definitions & interpretations. The concept of possession in this case... But to better illustrate the conflict, let's say that the situation happened with 1:00 left in the quarter...
