Where (in the US) can you hold WP practices?

I'm curious, where ARE you allowed to hold water polo practices right now? Not just lane swimming, but passing, shooting and even scrimmaging. Where are the pools open? I hear in different areas, kids are actually holding "real" practices in small pods.

My understanding is the SoCal college pools are not open, even for their own athletes. Same with Stanford. They all would have normally started this week. Not all have announced a delayed season, but they aren't starting their normal August practices either.

They do not have water polo clubs in Modoc County, do they?
